Fighting the gloomy days-A tough call to take

In a letter dated April 16, 2020 to the Secretaries of various Ministries, the Cabinet Secretary Rajiv Gauba had asked them to urge the employees of Government of India, as well as those in PSUs under various Ministries -- to make voluntary contribution to PM CARES Fund as a 'noble gesture'.
On April 17, Ministry Of Finance's Revenue Department issued a circular, asking employees to contribute voluntarily to the PM CARES Fund with an opt-out clause. "It has been decided to appeal (to) all officers and staff of Department of Revenue to contribute their one day's salary every month till March 2021..."
Amidst the lockdown being extended beyond a month, news of suicides by daily wagers who are unable to feed their families have started coming to fore. On contrary, the appeal of the Cabinet Secretary seems to go unheard by the Government employees who have shown their reluctance in accepting the voluntary contribution of their one day's salary. Has India lost its track of solidarity?
